1.2015 年 7 月房地产相关政策

中国人民银行7月22日发布了《2015年上半年金融机构贷款投向统计报告》,数据显示,今年1-6月,个人购房贷款增加1.12万亿元,同比(比上年同期)多增1767亿元,这也是有记录以来半年度个人房贷首破万亿。目前中行、建行、农行等国有银行,首套房贷款利率已上浮5%至10%。但尽管提高首付和利率,仍无法满足市场的供求量,部分国有银行目前个贷业务处于无额度放款状态。

同致行分析:

由于今年上半年利好政策一直持续,个人购房贷款首次突破半年度记录。尽管银行首套房贷利率上浮5%-10%,仍旧无法满足消费者的额度需求,侧面表现出,不是市场无需求,而是多方面因素导致需求被遏制。

2.2015 年 7 月一级市场动态

7月23日,国土资源部发布2015年上半年国土资源主要统计数据。其中,上半年房地产用地供应同比下降38.2%,城市住宅地价为5359元/平方米,环比增长1.0%。其实土地市场与楼市之间的相关性无法说明谁是因谁是果,相互影响相互推进。2015年下半年土地市场也会在开发商信心十足地情况下加快拿地策略,甚至制造多个“地王”。如华润华发联合体以及招商平安联合体分别以高价拿下上海闸北地块宝山大场镇地块。

7月楼市止升回落

2015年7月,本月开发商推盘力度减缓。

环比来看,23个城市下降,韶关降幅大,为36.31%,温州次之,降幅为32.07%;环比上涨的城市中,福州涨幅大为155.55%。同比来看,32个城市上升,深圳涨幅居首,同比大涨214.23%,汕头次之,为199.9%;2个城市同比下降,分别为济南(-15.17%),福州(-1.52%)。

分城市来看,一线城市成交面积环比下降1.91%,广州环比降幅大为22.85%;一线城市同比上涨87.77%,深圳涨幅居首位为214.23%。二线代表城市成交面积环比下降1.03%,同比上涨51.52%。三线代表城市成交面积较上月下降7.21%,同比则上涨47.02%。

同致行分析:

下半年房地产用地减少,月成交量环比有所下降。7月主要监测的城市环比下降2.21%,超6成城市环比下降,同比去年7月则上涨57.53%。楼市在房企年末冲刺后进入盘整期,楼市整体表现欠佳,2月迎来传统春节,楼市成交继续走低,3月楼市企稳回升,4月楼市成交再上涨,5月利好政策不断,楼市成交继续回升趋势,6月楼市成交继续回暖,但涨幅收窄,本月成交止升回落。

3.2015 年7月二级市场动态

1-7月份,商品房销售面积59914万平方米,同比增长6.1%,增速比1-6月份提高2.2个百分点。其中,住宅销售面积增长6.9%,办公楼销售面积下降0.4%,商业营业用房销售面积增长2.3%。商品房销售额41171亿元,增长13.4%,增速提高3.4个百分点。其中,住宅销售额增长16.8%,办公楼销售额增长2.1%,商业营业用房销售额下降1.9%。

同致行分析:

2015年1-7月国家统计局商品房销售数据显示,7月去化速度同比持增长趋势,今年以来商品房销售市场持续好转的原因:一是部分热点城市销售火爆。从数据来看,1-7月深圳(楼盘)、宁波(楼盘)、杭州(楼盘)销售面积增速超过50%,销售额增速超过70%,其中有40个重点城市销售市场表现明显好于非重点城市。虽开发商推盘力度逐渐减缓,库存高压在销售增长的背景下有所缓解。

 

4.2015 年 7 月行业要闻

万达“稳赚1号”二期开放申购

7月2日上午10点,万达“稳赚1号”第二期开放申购了。半个多月前的6月12日,万达通过快钱推出了众筹建房项目“稳赚1号”。项目总额度为50亿,将投向5座在建的万达广场。“稳赚1号”项目资金中的90%来自机构投资者、10%在官网及APP接受个人投资者申购。个人投资者的投资门槛为1000元,每年获得6%的固定派息,期满后相关物业的增值将一次性发放。预期综合年化率12%到20%之间。万达显然低估了个人投资者跟“王首富”赚钱的热情,面向个人的5亿额度不到一个就被一抢而空。此外,万达还从金融机构获得额外的50亿元。也就是说半个多月就筹集了100亿。

于是,万达趁热打铁推出了“稳赚1号”第二期。项目标的为2015年新开工且将在2016年开业的、只租不售的商业地产项目。以“只租不售模式”开发商业地产,可以充分享受物业,但项目运作周期长,资金压力大。所以 “稳赚1号”的期限定为不超过7年。但不是所有的投资人都愿意等那么久。快钱为该项目开发了转让功能(已经开始内测),近期将开通。

金地+小米强强联合

房地产的白银时代,单纯依赖土地增值获利的商业模式已经无法延续,房地产的传统盈利模式和价值链正在发生深刻的变革。尤其是在“互联网+”时代,几乎所有的地产商都希望能站在互联网的风口上。小米智能家居将与金地集团的住宅产品展开全方位的跨界结合,位于杭州市的金地艺境将成为植入小米智能家居解决方案系统的住宅项目。 互联网思维就是要把产品做到,靠细节来打动用户。无论是去年推出的“HOME+”系列产品、金地物业“享”系列互联网平台,还是此次力推的金地Life智能家,金地集团对互联网的理解更集中在重视客户,注重跟客户的粘性,在供求双方之间建立畅通的沟通渠道、并给客户提供的服务,这与小米所提倡的“专注口碑快”的七字诀不谋而合。

据了解,此次金地与小米智能家居的合作是以杭州金地艺境为首发,接下来在范围内金地将有7座城市多个项目与小米展开智能化住宅的合作。拥有27年房地产开发经验的金地集团项目遍及26个大中城市,届时和智能家居领导者的持续合作,将让这一波智能家居的风潮席卷大江南北。

收回10万亩闲置土地 用于稳增长惠民生建设

7月底,国务院办公厅专门发出《关于对第二次大督查发现问题进行整改的通知》。整改通知要求整改的事项共有26项,首当其冲的就是闲置土地问题。国务院督查发现,多地存在建设用地大量闲置的问题。有的地方2009年~2013年已供应的建设用地中,闲置土地总量占当期年平均供应量的 30%以上。据国土资源部介绍,截至2015年6月底, 已处置闲置土地24.24万亩,占专项督查发现闲置土地总量的23%,其中动工建设12.96万亩、收回10.28万亩、置换1万亩。国土资源部介绍,2015年年底前,对各省(区、市)闲置土地尚未处置完毕,即未开工、未收回或未置换的,将按面积收回或扣减年度新增建设用地计划指标。同时,国土资源部将研究存量建设用地盘活与新增建设用地指标挂钩机制。考虑在前3年或前5年批而未供的土地中,按一定比例设定存量土地盘活指令性计划指标,并与年度新增建设用地计划指标一并下达。对超额完成盘活指标的,按超出比例在下一年度新增建设用地计划指标分配时给予适当奖励;对没有完成盘活指标的,按未完成的比例相应扣减新增建设用地指标、增加盘活指令性计划指标。国土资源部明确要求“以用为先,促进闲置土地盘活利用”。要求对已收回的闲置土地,及时供应给稳增长和惠民生的建设项目。

房地产税立法初稿基本成形,以面积为单位征收方案已基本通过

房地产税改革路径日渐明晰,据了解,房地产税立法初稿已基本成形,正在内部征求意见并不断完善中。据悉,房地产税主体税种或由房产税、城镇土地使用税合并,具体税率可能将由地方在中央确定的税率区间内自行决定。财政部部长楼继伟日前在向十二届人大常委会第十五次会议作2014年中央决算报告时表示,2015年将配合做好房地产税立法工作,加快房地产税立法并适时推进改革。据悉,房地产建设环节涉及耕地占用税、契税、城镇土地使用税、建筑安装营业税及附征城建税、教育费附加、企业所得税和印花税;交易环节,卖方销售需缴纳销售不动产营业税及附征的城建税和教育费附加、土地增值税、企业所得税或个人所得税。目前,个人买卖房屋暂时免征土地增值税和印花税。

这几年因市场竞争激烈,同行业和跨行业都寻求强强联手,企图开辟新的道路来一扫此时的颓靡时期,如5月房地产行业的“万万联盟”,本月的“金地+小米”的跨行业联手,都证明各行业的竞争已经白热化,而万达更是改变以往行业投资模式。“稳赚1号”也成为万达对于新型投资模式的试水。

1.政策要闻

公积金额度吃紧,“公转商”洛阳可率先施行

7月9日,《河南省住房和城乡建设厅 河南省财政厅 中国人民银行郑州中心支行关于进一步加强住房公积金管理 提高资金使用效率的通知》。通知提出要求,住房公积金个人住房贷款发放率在80%以上的城市,要积极探索开展住房公积金个人住房贷款转商业银行个人住房贷款,或由住房公积金管理中心委托商业银行发放个人住房贷款业务(简称“公转商”),住房公积金管理中心给予利息差补贴,补贴资金列入住房公积金业务支出。根据国家政策,在河南,缴存住房公积金的职工,如果出现购房、租房、翻修、大病、离职等情形,若符合条件,目前均可申请提取住房公积金。公积金提取范围和贷款额度进一步放宽,据了解,上半年,郑州市住房公积金政策进行了较大力度的调整,住房公积金业务迅猛发展,提取、个贷业务办理次数及发放额均创新高。公转商这么做的原因在于,购房需求集中释放,导致公积金贷款额度吃紧、贷款审批放缓,甚至断贷。为解燃眉之急,住房公积金管理中心才推出此变通办法。

河南省住建厅公布的一份个贷率阶段性目标统计表格中发现,全省39个住房公积金管理机构中,洛阳、郑州、济源、漯河等9家机构的个人住房贷款发放率,要在今年12月末达80%以上。也就是说,关于此项政策的探索,很可能会在这些城市当中率先开展,如果公积金缴存始终跟不上公积金贷款的节奏,那么“公转商”也仅为“缓兵之计”。用于补贴利息差的资金即使来源于公积金账户增值部分,也增加了公积金支出的压力。

洛阳公积金异地贷款开办

7月13日,洛阳住房公积金管理中心发布《洛阳市住房公积金异地贷款管理办法(试行)》(以下简称“办法”),开放洛阳异地贷款政策,也就是说,即日起,在省内其他城市工作的洛阳人想回家买房,能申请公积金贷款了。

根据办法,对于住房公积金异地贷款的申请人有三个要求:现户籍在洛阳市行政区域内,在省内其他城市就业并正常缴存住房公积金,且购买洛阳市行政区域内普通自住住房的职工。

也就是说,只要是洛阳人,在省内其他城市工作并缴存住房公积金的,想回到洛阳购买住房的就可以申请。对此,洛阳市住房公积金管理中心相关负责人表示,目前,异地贷款仅支持省内异地。异地贷款和本地贷款相同,贷款额度高为40万,贷款年限长为30年,利率与本地相同。申请职工少要在工作地连续正常缴存住房公积金6个月(含)以上。

2.城建要闻

新街跨洛河大桥桩基开建

7月3日,新街大桥开始进场前期施工,现在是主体施工阶段,预计工期2年。按照规划,新街跨洛河大桥及引线工程北起新街与九都路交叉口,南至规划中的滨河南路,全长1092米,跨洛河主桥为连拱结构的景观大桥,总长 625米,主桥标准宽度为35.5米,道路断面宽度40米。而桥面道路将按照城市主干路的标准建设,设计时速为50公里,双向六车道。同时在两侧设有非机 动车道和人行道,大桥建成后,向西可与龙门大道对接,向东与正在修建中的东环路对接。目前,我市已在洛河上建成了凌波大桥、瀛洲桥、西苑桥、王城大桥、牡丹桥、洛阳桥、李城公路桥等7座桥,但市区东部跨河交通压力依然较大。在老城区和瀍河回族区之间修建跨洛河大桥,从城市发展和城市交通布局考虑都具有其合理性和必要性。

7月,城市区预售共批准面积32.94万平方米,同比下降46.91%;供应商品房3581套,同比下降21.9%;其中:供应住宅957套,同比下降74.88%,面积14.58万平方米,同比下降67.02%。城市区新建商品房销售5673套,同比增加86.67%,面积53.59万平方米,同比增加69.75%,金额24.50亿元,同比增加58.37%。其中住宅销售4471套,同比增加81.38%,面积46.94万平方米,同比增加65.57%,金额20.73亿元,同比增加58.37%。上半年楼市利好政策频出,楼市回暖,大量库存集中释放,“政策利好+以价换量”换来楼市一片大好景象。进入7月,成交价格明显有上升,出现小幅涨价趋势同时,部分高品质楼盘将在一定程度上拉升整体价格,说明销售量保持在一定高位的时候,价格根据需求量的释放进入上升通道。

同致行分析:

本月报广投放频次共计32次,版面量19.25版。从报广频次和版面量来看,恒大绿洲都位居,主打秒杀房源,优惠促销信息。其次是同区域的龙门一号,主打价位信息房源。本月报广总频次中有23次都是以促销优惠为主,周边县区的项目产品也大幅度的增加报广曝光,低价和促销优惠依旧是本月主题。

因受上半年的利好政策影响,一二线城市回暖现象明显,三四线城市市场“以价换量”,进入7月,市场整体逐渐趋于缓慢发展阶段。

土地市场——

7月23日,国土资源部发布2015年上半年国土资源主要统计数据。其中,上半年房地产用地供应同比下降38.2%,城市住宅地价为5359元/平方米,环比增长1.0%。而洛阳土地市场,本月此次共计成交5幅土地17.5万平方米,其中两幅商服用地,一幅仓储用地、一幅工业用地、一幅科教用地。进入下半年后,土地拍卖明显进入减缓阶段,而用地方面更加倾向于非住宅项目用地。

商品房市场——

下半年房地产用地减少,月成交量环比有所下降,7月主要监测的城市环比下降2.21%,超6成城市环比下降,同比去年7月则上涨57.53%。楼市在房企年末冲刺后进入盘整期,楼市整体表现欠佳。7月洛阳城市区预售共批准面积32.94万平方米,同比下降46.91%;供应商品房3581套,同比下降21.9%;其中:供应住宅957套,同比下降74.88%,面积14.58万平方米,同比下降67.02%。从去年9月开始,我市商品住宅合同备案价格持续下降,但是从7月份开始,房价出现了触底反弹,7月的住宅合同备案价格4416元/平方米,环比增长5.87%,房价比上月每平方米增加了245元。但是比今年1月份,每平方米还是下降了294元,比去年同期每平方米下降了201元。住宅供应量大幅走低,还是因为需求量被释放的缘故,住宅价格回升势头将会较为明显。

而在政策方面,《关于进一步加强住房公积金管理 提高资金使用效率的通知》和《洛阳市住房公积金异地贷款管理办法(试行)》的决议,都将推动洛阳房地产市场新面貌的发展。

通过整体土地和商品房供应情况及政策影响可以看出,我市土地供应成交减少,房地产开发企业在房价没有大的涨幅的情况下,对市场还是持谨慎态度,根据市场变化控制商品住宅投放量。虽然7月份销售量同比出现了大幅增加,但是和上个月相比出现了小幅下降,销售套数和销售面积环比分别下降了1.61%和6.01%。洛阳房地产市场这一轮以价格主导的市场波动,会因为市场需求被大规模释放而进入到相对理性的平缓期。
